I'm looking to upgrade my gaming setup because my current laptop only manages 100-150 FPS in Overwatch at 1080p on low settings. I've got a 240Hz 1440p monitor, and I want to get at least 240 FPS, preferably with better graphics settings. I'm considering what kind of CPU, GPU, and RAM I should get without going overboard. I'm fine with building my own PC, but I'd also consider a pre-built option if the price difference isn't too significant. Also, I'm curious about liquid cooling because my previous setup was air-cooled, which got pretty loud and heated up the room during the summer. Would liquid cooling help with that?

For reference, I have a 3080 graphics card, and it easily hits 240 FPS at 1440p with medium to high settings in Overwatch. Pairing it with a 10700K CPU gives decent performance, but you could also go for entry-level CPUs like the Ryzen 5600 or Intel's 12400F, which should do just fine since OW isn't too demanding. Make sure to check out some videos of the 3070 to see how it performs in Overwatch at 1440p, as there are plenty of newer GPUs around that level.
I had a 10700KF with a 3080, and getting 240 FPS was tough for me. It was an Alienware pre-built, and it actually came out cheaper than building my own. I had to "overclock" it, but it was super loud and I kept seeing CPU bottlenecking signs. Do you think going for a 7800X3D with a 4060 would work better? I’ve got a $2500 budget but really don’t want to overspend if a $1000 setup could do the trick. I’m also looking at a 9800X3D with a 9700XT for around $2000 at Microcenter, but I wonder if that’s too much for what I need.
