I'm trying to connect my Nintendo DS to a network, but it's only compatible with WEP security. Unfortunately, I don't have an Android phone to use as a hotspot. Are there any alternatives, like a dongle or wifi extender, that could help? I also have a Windows laptop available, which might be useful.

Have you checked if your wireless router can support a WEP connection along with a 2.4 GHz 802.11b setup? That should allow your DS to connect without any issues.
If you can find an old router, that could solve the problem. I usually use my Android phone to create a hotspot, but since that's not an option for you, consider this: during the pandemic, I managed to connect my DS by plugging my phone into my PC with a USB cable and using it as a hotspot instead.
