I'm having trouble with my Dell Latitude E7470. Whenever I put it to sleep, I can't wake it up using the mouse or keyboard, whether they're built-in or external. For example, if I select the sleep option in Windows, my laptop just sleeps and won't wake up unless I push the power button.
Furthermore, if I shut it down at 3 AM and turn it back on at 12 PM, the touchpad and keyboard won't work at all, meaning I can't use them to type or move the cursor. Also, the laptop runs slowly with limited clock speed. The only workaround I've found is to use a USB mouse to restart it.
Is there a way to fix these problems? They seem to be software-related.

When you put your laptop to sleep, wait a minute and then try waking it up with the mouse or keyboard. Sometimes, if it’s been asleep for a while, it might actually be hibernating, which doesn’t wake from a mouse move. Check the power management settings for an option that says "hibernate after..."
It sounds like you have multiple problems at play. The laptop's keyboard and touchpad not waking the computer, plus the slowing down after a sleep cycle, all could lead back to a software issue. You might want to try removing the keyboard and touchpad drivers in Device Manager, then rebooting to let Windows reinstall them. Given the range of issues you're dealing with, resetting Windows might also be something to consider.
Have you tried updating your BIOS? It might help to address these issues. Also, check your Windows power plan settings; there might be an option that's affecting the behavior of your keyboard and touchpad.
Don't even get me started on BIOS updates. Every time I try to download the latest drivers from Dell, the update fails.
