Why is my computer taking forever to shut down and restart?

I'm really struggling with my computer running Windows 11. When I try to shut it down, it simply turns off the screen but doesn't actually shut down—it just keeps running. Restarting also takes an eternity, and even getting to the BIOS feels like a marathon. I often have to forcefully shut down by unplugging it. What can I do to fix this problem?
