Remember that if you buy a non-OEM license, it will likely get linked to your Office 365 admin portal. Microsoft won't issue a new key if they find out the partner acted against their rules.
If they've been verified as Microsoft Partners, you're generally okay to buy licenses from them. I used to work with a Microsoft Gold Partner, and selling licenses was a normal part of the business. Just make sure to keep all proof of purchase, just in case.
