I'm looking to upgrade my PC because I think my current CPU is bottlenecking my NVIDIA GeForce RTX 3070. Right now, I have an Intel Core i7-8700K, and I'm planning to switch to an Intel Core i5-13600KF. Along with that, I want to get an MSI MAG B760 TOMAHAWK WIFI motherboard and upgrade my RAM to Corsair Vengeance RGB 32GB DDR5-6000. I'll also be adding a Thermalright Peerless Assassin 120 SE cooler. I built my PC back in 2018, and the only thing I've changed since then is the GPU, so I'm hoping these changes will help boost my performance, especially since I mostly game and have been struggling to maintain 60fps in titles like Elden Ring. Any recommendations or suggestions on this upgrade?

I wouldn't recommend Intel CPUs for gaming right now. You might want to look into AMD options instead, as they generally offer better performance for the price in gaming scenarios.
If you're in the U.S., I'd suggest waiting for a CPU/Mobo/RAM/SSD bundle on r/buildapcsales. They pop up pretty often and can save you quite a bit of cash. You can find some great deals on Ryzen bundles that could be a better bang for your buck!
I’m open to exploring Ryzen! What benefits would I get from switching to that instead of sticking with Intel?
