I haven't restarted my Windows PC in about two weeks, and it was running a bit slow. I decided to restart it, even though there were no updates pending, but now it's stuck on the "Preparing to configure Windows" screen for over an hour. Is it safe to do a forced shutdown? What should I do?

I'd recommend giving it some more time. When Windows is doing major updates, it can sometimes hang for a bit, but usually, it's reasonably safe to reboot if it's stuck. That said, it's not the best practice to force it. You really want to try to let it finish what it's doing first.
Yeah, it's frustrating, but definitely try to wait a bit longer unless you have no other choice. Forcing a shutdown could cause issues, especially if there was any background process happening, even if you didn’t see an update queued. But I get that an hour is a long time!
