The sign-in logs don't show any sign-in failures, but I've noticed these requests in the BehaviorAnalytics table with a bit of delay. Given the number of reports and the variety of users experiencing this, I'm starting to think it might be an issue on Microsoft's end. Receiving MFA requests usually indicates that someone might have compromised passwords. I'd recommend changing the passwords of affected accounts first, then figuring out how they leaked.
