Dark Rock 5 cooler, a Seasonic Focus GX-750 750W Gold power supply, and a Lian Li O11 Dynamic Mini V2 Flow case. Does anything look mismatched or unnecessarily expensive? I'm especially interested in whether the CPU, cooler, and power supply should be changed, but pricing and availability may also affect the choices.

I’d consider stepping up to an 850W power supply. A quality 750W unit should handle this configuration, but 850W gives you more headroom for future graphics-card upgrades and usually doesn’t cost much more. I wouldn’t jump all the way to 1000W unless you have a specific high-end upgrade planned.
The Dark Rock 5 is a capable cooler, but it may be relatively expensive compared with other air coolers that perform similarly. If you’re mainly gaming, a Ryzen 5 9600X with a B650-class board and a good budget air cooler could be a much more cost-effective setup.
The Ryzen 9 9900X may be more CPU than you need, especially if this is primarily a gaming system. A Ryzen 5 9600X or Ryzen 7 9700X can deliver similar gaming performance for less in many situations.
