I recently created an AWS account and completed the signup verification questions. AWS then asked me to submit identity and payment documents, which I uploaded. However, I received another notice saying the account was suspended because the requested documents had not been provided. They specifically want a card statement, but the card is only about a week old and its first statement has not been generated yet. What should I submit instead, and how can I get the account review reopened?

There is a mismatch in the situation: if AWS specifically requested a card statement, then uploading the other requested documents would not satisfy that particular requirement. Tell support that no statement has been issued yet and ask whether they can accept another official proof of payment or wait until the first statement becomes available.
Contact AWS Support through the official Support Center and explain that the card is new and does not have a statement available yet. Include the verification or case details from the suspension email and ask what substitute document they accept. Avoid repeatedly submitting unrelated files, since that may delay the review.
