I currently have a GTX 1660 Super paired with an i7-10700F, and I mainly play FPS games such as Rainbow Six Siege and Rust. I have around $500–$600 to spend on a graphics card upgrade. What would be the best new or used GPU for this system, especially for 1440p gaming?

A Radeon RX 9060 XT with 16GB of VRAM would be a strong choice around this budget. It should be a major upgrade over the 1660 Super and handle 1440p gaming well. If you can stretch toward it, an RX 9070 GRE would be faster, although it has 12GB of VRAM instead of 16GB.
The i7-10700F is still a capable processor for this kind of upgrade, particularly at 1440p. A card in the RX 9060 XT to RX 9070 GRE range should pair reasonably well with it for Siege, Rust, and similar games. You don't need to replace the whole platform immediately unless you're targeting very high refresh rates at 1080p.
A used RTX 4070 Super or RX 7800 XT would be worth considering if you find one within the $500–$600 limit. They offer a clear jump from the 1660 Super without being an unnecessarily extreme match for the 10700F.
For used cards, look for an RX 6800 XT, RX 7800 XT, RTX 4070 Super, or possibly an RTX 3080. These would all be substantial upgrades and are capable 1440p cards. The RTX 3080 and 3080 Ti use quite a bit of power, so make sure you have a good-quality 750W power supply before choosing one.
An RX 6800 XT can be an especially good deal used if you find one in good condition, though I would still check its temperatures, warranty status, and power requirements.
The 12GB capacity probably won't be a major issue right now unless you're playing the most demanding games at 1440p or higher, but the extra VRAM on the 9060 XT may help with longevity.
