I'm planning my first desktop PC after my gaming laptop died and would appreciate feedback before buying anything. I want a premium system for 4K gaming, high-refresh-rate games, movies, streaming, and some work, with gaming making up about 90% of the use. My budget is roughly $6,000–$7,000 or more, including peripherals, and I'm located in California.
My priorities are long-term performance, quiet operation, good thermal headroom, straightforward maintenance, and a reasonable upgrade path. I'm considering using Micro Center's build-and-learn service, although I may assemble it myself.
The proposed parts are an AMD Ryzen 9 9950X3D2 Dual Edition, MSI RTX 5090 32GB Suprim SOC, MSI MEG X870E Godlike Max motherboard, 64GB of DDR5-6000 CL30 AMD EXPO memory, a 4TB WD Black PCIe 5.0 NVMe SSD, a 4TB Samsung 990 Pro, a 1600W Seasonic Prime TX ATX 3.1 power supply, an Arctic Liquid Freezer III Pro 420mm AIO, and a Fractal Design Meshify 3 XL case. Cooling would use three 140mm front intakes, three 140mm side intakes, a top-mounted 420mm radiator exhausting through three fans, and one rear exhaust.
I'm also planning on a 32-inch 4K 240Hz OLED monitor, Windows 11 Pro, and the necessary peripherals. Are these parts sensible together, or am I overspending on components that won't noticeably improve gaming performance?

Double-check the CPU model before ordering. If the intended processor is the standard Ryzen 9 9950X3D, the extra cache arrangement in a supposed dual-edition model may not provide a meaningful gaming benefit. Also consider whether a wider display would suit you better if you want to make the most of the high resolution and premium graphics card.
For gaming, this is far beyond what you need. A Ryzen 7 9800X3D, 32GB of memory, a suitable B850 board, and an RTX 5080 would deliver most of the experience for dramatically less money. Even the power supply is oversized for that kind of system; around 850W would generally be enough. Unless you specifically want the fastest possible hardware, you could build an excellent 4K gaming PC for roughly $3,000 before accounting for the large amount of storage.
You probably don’t need a top-end Ryzen 9 for a gaming-focused system. The Ryzen 7 9800X3D should be plenty for high-refresh-rate gaming, and the money saved would be more useful for the GPU, monitor, peripherals, or future upgrades.
A specialist retailer such as Micro Center could be useful for a first build, especially for checking compatibility and helping with assembly. Keep in mind that a 5090 may consume a very large portion of the budget depending on current pricing, so confirm the real GPU price before finalizing the rest of the parts.

The RTX 5090 is substantially faster than the 5080, so if the goal is maximum 4K performance and the budget allows it, the GPU choice is defensible. At that level, though, the rest of the build should still be selected for value rather than simply choosing the most expensive option everywhere.
