I have an HP Pavilion Gaming 15-ec1xxx. When I press Caps Lock, it does not toggle capitalization; instead, the computer acts as if F1, F8, +/=, comma, B, and N were pressed together. I tested a completely different Logitech wireless keyboard and got exactly the same result. Safe Mode also shows the same behavior, so I'm trying to figure out whether this is caused by Windows, firmware, or the laptop's hardware.

Running Windows’ System File Checker with sfc /scannow is another basic troubleshooting step. It can repair damaged system files that sometimes cause keyboard problems, although it is not guaranteed to fix unusual key-mapping behavior.
Since the problem happens with a separate keyboard, the physical laptop keyboard is probably not the cause. Software or key-remapping tools would be worth checking, but Safe Mode is a useful test: if it still happens there, a normal Windows startup program is less likely to be responsible.
I tested it in Safe Mode too, and Caps Lock still produces the same key combination.
I tried that, but it didn’t resolve the issue.
