I installed an RTX 5060 Ti 8GB in my Z390-H Gaming system, which uses PCIe 3.0, and immediately started experiencing severe latency, mouse stuttering, keyboard dropouts, repeated key presses, and audio interruptions. LatencyMon frequently reports high video-driver latency. I have tried different NVIDIA drivers, DDU, HAGS changes, MSI mode adjustments, and disabling hardware acceleration in applications such as YouTube and Discord. Memory testing, SSD checks, and other hardware checks have not found any problems. The system has also completely frozen while playing a video and using Discord, requiring a hard reboot, and Windows recorded a video-driver-related crash. When I replaced the 5060 Ti with an RTX 2070 and reinstalled the drivers, the system worked normally with no major latency or freezing issues. My BIOS is current and Resizable BAR is enabled. Could the 5060 Ti itself be defective, or is there a compatibility problem with this older Z390 platform and PCIe 3.0?

Update the motherboard BIOS and confirm that Resizable BAR, Above 4G Decoding, and the appropriate PCIe settings are enabled. Newer graphics cards can expose firmware compatibility problems on older platforms. That said, a Z390 board should still be able to initialize and run a 5060 Ti; PCIe generations are backward compatible. If the BIOS is already current and the 2070 remains stable, I would not blame PCIe 3.0 alone for these crashes.
PCIe 3.0 should not make the card freeze the computer. It may limit performance, especially if the card operates with an x8 link and starts using more than its available VRAM, but that would normally show up as reduced frame rates or stuttering in games—not keyboard failures, audio dropouts, and hard lockups. Since the RTX 2070 works properly in the same system, the 5060 Ti or its driver interaction is the more likely problem. Test the card in another compatible PC if possible, and if the symptoms follow the card, use the warranty.
The BIOS is already on the newest available version and ReBAR is enabled. My main concern is the freezing and input stuttering rather than any performance bottleneck. Both complete freezes happened while using YouTube and Discord, even with hardware acceleration disabled.
