I have a fairly basic PC that a friend built for me. It has Windows 10, a GeForce GTX 1660 Super, a 10th-generation Intel Core i5, 32GB of RAM, and a 512GB SSD. The fans stopping does not automatically mean the graphics card is broken. Many GTX 1660 Super models stop their fans when the card is cool, so that behavior can be normal. The important issue is whether the computer is actually booting and producing video. If that works, the card, its power connection, or the power supply becomes more suspicious.
