GTA 5 Enhanced briefly stutters every few seconds even though my CPU usage is only around 24% and memory usage is about 72%. I have most settings reduced for performance, with VSync enabled, frame scaling disabled, and NVIDIA Reflex turned off. The graphics options are mostly set to Normal, although reflections are set to High. My system has a Ryzen 7 processor, an RTX 3050, 16 GB of DDR5 RAM, and the game is installed on an SSD. GPU usage sits around 45%. What could be causing the hitching, and what should I try?

The exact RTX 3050 model matters. If it has only 4 GB of VRAM, GTA 5 Enhanced may be running into a graphics-memory limit, especially with reflections enabled. Lower reflections and other texture-heavy settings, and check VRAM usage in the game's graphics menu.
