I'm relatively inexperienced with Workspace administration, so I'm looking for a clear, step-by-step explanation. Ideally, messages sent to both addresses should arrive in the same user mailbox. If making the new address the primary login and default sending address requires additional steps, please explain that too.

If the new address needs to become the user’s actual login and default From address, add it as a secondary domain instead. Once the domain is verified and working, change the organization’s primary domain and rename or bulk-edit the users to use the new domain. Then add the old domain as an alias domain so messages sent to the former addresses continue reaching the same inboxes. Plan the change carefully, since users may need to sign in again or update mail clients and other services.
If you only need both addresses to deliver to the same inbox, you don’t need to migrate the mailbox. Add the new domain as a user alias domain in the Google Admin console: go to Account → Domains → Manage domains, add the new domain, choose User alias domain, and verify ownership by adding the requested DNS TXT record. You’ll also need to configure Google’s MX records for the new domain. After that, [email protected] will be an alias of [email protected], with no additional license required.
