My sister dropped her iPhone 11, and although the phone still powers on, the screen no longer responds to touch. We mainly want to recover the photos stored on it. She doesn't use iCloud much, so most of the pictures probably aren't backed up. I hoped to connect the phone to a PC and access the photos through iTunes or another method, but this computer has never been trusted by the phone. Is there any way to get around that security step and copy the photos without permanently replacing the screen?

Unfortunately, there isn’t a safe way to bypass the passcode or trust prompt. The iPhone’s storage is encrypted, so a computer can’t simply read the photos. You’ll need to unlock the phone with its passcode, or possibly Face ID if it’s still active and the phone hasn’t restarted or lost power. If there’s no iCloud or computer backup, the phone will need a working screen before you can approve the connection and make a backup.
The practical solution is to get temporary access to a working screen. Some independent repair shops may be willing to connect a replacement screen long enough for you to unlock the phone and back up or transfer the photos. You may not need to pay for a full repair if the goal is only data recovery.
