How can I switch my Galaxy S23 from charging-only to USB file transfer?

I'm connecting a USB drive to my Samsung Galaxy S23, but the phone stays in "Charging phone only" mode and doesn't give me an option to access or import pictures. What settings or steps do I need to use to enable USB file transfer?

Unlock the phone after connecting the USB drive, then swipe down and tap the Android System USB notification. From there, choose the option for file transfer or managing files. USB debugging in Developer Options usually isn’t required for importing photos. If no USB notification appears, try a different USB-C OTG adapter or cable and make sure the drive is formatted in a compatible file system.

I checked Developer Options but couldn’t find anything specifically mentioning USB. I’ll try the USB notification and a different OTG adapter instead.
