I bought a used Ryzen 7 7800X3D and want to verify that it is not dead on arrival before my two-day return window ends. I already have an MSI B850 Gaming Plus WiFi6E motherboard, an RX 9070 XT graphics card, and an 850W power supply. What other parts do I need, and what is the quickest way to test whether the CPU works? I have a laptop but no separate monitor yet, and I'm also unsure whether the motherboard BIOS will support this processor.

A laptop usually cannot be used as a monitor because its HDMI or DisplayPort ports are outputs, not inputs. You’ll need a TV or monitor, unless your laptop specifically supports video input through a compatible port. You can still use the motherboard’s diagnostic LEDs or POST code display for clues, but a successful BIOS screen is the clearest test.
Assemble it outside the case on the motherboard box, install the cooler properly, connect the 24-pin motherboard cable and the CPU power cable, add RAM, and connect the graphics card if needed. Start it and check whether it reaches BIOS. If it does, the CPU is functioning well enough to boot. If it does not, check the motherboard’s debug lights first, since missing RAM, power connections, or an outdated BIOS can look like a faulty CPU.
You need to install the CPU, CPU cooler, at least one RAM module, the motherboard, and the power supply. Then connect a display and try to reach the BIOS. Without RAM, the system cannot complete POST, so you cannot properly verify that the processor works. The 850W supply is more than sufficient for this combination, and the motherboard should support the 7800X3D, though checking its CPU support list and BIOS version is still worthwhile.
