I'm new to PC hardware and mainly use my system for gaming with high graphics settings and shaders. I'm considering pairing an Intel i5-13400F with an AMD Radeon RX 9070 XT and want to know whether the processor would significantly limit performance at 1440p.

There will likely be some CPU limitation in certain games, but it’s difficult to assign one universal bottleneck percentage. A rough estimate could be around 10–15% on average in CPU-sensitive situations, with larger differences in particularly demanding titles. I wouldn’t replace the CPU solely to eliminate a theoretical bottleneck unless you’re aiming for very high refresh rates.
At 1440p, the 13400F should generally be a reasonable match, but “no bottleneck” is too absolute. Competitive games, simulation-heavy games, and titles with busy scenes can become CPU-limited, while most visually demanding games should lean more heavily on the 9070 XT.
I wouldn’t worry about upgrading platforms just to avoid a possible 10–15% limitation. Check your actual GPU usage and frame rates after building: if the GPU is close to full utilization, the system is behaving normally; if the CPU is maxed while GPU usage is low, that particular game or frame-rate target may be CPU-limited.
It probably won’t be a serious problem in most games. At 1440p with high settings, the graphics card usually becomes the limiting component, especially when using demanding shaders or visual effects. The exact result will still vary by game and by your target frame rate.

The specific game matters a lot. Some newer, CPU-heavy games can show a noticeable limitation even at 1440p, while other games may show virtually no difference.
