I'm new to PC hardware and mainly use my system for gaming with high graphics settings and shader-heavy features. I'm considering pairing an RX 9070 XT with an Intel Core i5-13400F and want to know how significant the CPU bottleneck would be at 1440p. Should I expect a noticeable loss in performance, or would this pairing work well without upgrading the processor?

For most games at 1440p with high settings, the GPU will usually be the limiting component, so this pairing should work well. The exact result depends heavily on the game, frame-rate target, and whether you play heavily CPU-dependent titles.
You probably will have some CPU limitation rather than a literal zero-percent bottleneck. Compared with a faster modern processor, the i5-13400F may reduce average performance by roughly 10–15% in some game mixes, and potentially more in especially CPU-heavy games. That said, it generally isn’t large enough to justify replacing the whole platform unless you’re targeting very high refresh rates.
At 1440p, resolution and high-quality settings shift more of the workload toward the graphics card. In many games the difference will be small, but bottlenecks can’t be assigned one fixed percentage because they change with the engine, settings, map, and frame rate. Competitive games played at low settings are more likely to expose the CPU limit than visually demanding games.
I’d use the system as-is and monitor GPU and CPU usage in the games you actually play. If the GPU is regularly below full utilization while one or more CPU cores are maxed out, then the processor is holding performance back. Otherwise, the 13400F should be a reasonable match for the 9070 XT at 1440p.
