I want to install 64GB of memory, and buying two separate 2×16GB kits is considerably cheaper than buying a single 2×32GB kit. I'm considering DDR5-6000 with CL30 timings, but I've heard that using all four memory slots can cause slower speeds, instability, or trouble enabling EXPO. How significant is the difference, especially with a Ryzen 7 9800X3D and a Gigabyte X870 AORUS ELITE WIFI7 ICE motherboard?

The practical difference depends on the CPU, board, BIOS, and memory kit. Some systems run 4×16GB without any noticeable problems, but they may need to settle for something like DDR5-4800 to 5600 instead of DDR5-6000. If the system is stable at the lower speed, performance is usually still good, but stability testing is important.
With DDR5-6000, four DIMMs are noticeably harder on the CPU’s memory controller than two. Four sticks may boot at a lower default speed, and getting all the way to EXPO-6000 may require manual tuning—or may not be stable at all. Two sticks, such as 2×32GB, are the safer choice for high speeds.
Two separate 2×16GB kits can use the same model and still contain different memory chips or come from different production batches. They may work together, but they aren’t guaranteed to behave like a factory-tested 4×16GB kit. If you choose four sticks, a matched 4×16GB kit gives you better odds, though two DIMMs are still preferable on current high-speed DDR5 systems.
For a 9800X3D on AM5, I’d buy a single 2×32GB DDR5-6000 CL30 kit if the budget allows. It has a much better chance of running EXPO at its advertised settings and avoids the uncertainty of combining two kits. If the extra cost is too high, 4×16GB can work, but purchase it with the expectation that you may need a lower memory speed or some BIOS tuning.

The motherboard has four slots mainly to provide upgrade flexibility and support larger total capacities. That doesn’t mean all four slots can run the same maximum speed; adding DIMMs increases the electrical load on the memory controller.
