I'm upgrading to an RX 9070 XT and want to use it with a Ryzen 7 5800X, five SSDs, and five case fans. I know a 750W power supply should technically run this setup, but I'm wondering whether it leaves enough headroom for power spikes or if I'd be running too close to the limit. Would upgrading to a higher-wattage unit be worthwhile?

The main thing is the PSU’s quality, not just the wattage printed on the label. Make sure it’s a reputable model with the proper GPU power connector or the correct adapter, and avoid an old or low-end 750W unit. With a decent PSU, this combination should run comfortably.
You don’t need to jump straight to 1000W. A quality ATX 3.1 PSU can handle brief transient spikes above its rated output, and the 5800X uses much less power than the CPUs that would make a 750W supply more questionable. A 850W model could be a nice upgrade for extra margin, but 1000W would be overkill for this system.
A good-quality 750W PSU should be fine for this setup. The 5800X isn’t especially power-hungry, and the SSDs and fans add very little compared with the GPU. AMD’s recommendation is also 750W, so you should have reasonable headroom as long as the unit is in good condition and uses modern standards.
