My WD Elements external hard drive suddenly became difficult to connect. The USB 3.0 Micro-B plug no longer clicks into place easily, and the port appears to sit farther inside the plastic enclosure than it used to. When I unplug the cable, the female connector seems to move slightly with it. Is a small amount of movement normal, or is the connector likely coming loose from the drive's internal board?

Even if the drive was bought only a couple of years ago and was handled carefully, the connector can loosen from repeated cable insertion or strain. It is not something I would consider normal, especially if the socket visibly shifts when the cable is removed.
The worst-case scenario is usually that the USB bridge or connector in the enclosure stops making contact. The actual hard disk may still be recoverable by removing it and connecting it through a compatible SATA-to-USB dock or adapter, but check the model first because some external drives use a proprietary USB board or hardware encryption. Do not open the enclosure until you have copied anything important.
That sounds like the USB connector is becoming loose rather than having normal mechanical play. Stop repeatedly plugging and unplugging it if possible, and back up the data while the drive still works. The connector or its solder joints could eventually fail completely.
