I currently have an older PC built around a Xeon processor and want to upgrade it. My budget is up to €600, and I'm considering a Ryzen 7 7800X3D, a B650M motherboard, and 32GB of DDR5 memory. My older brother gave me some DDR5 RAM and an Nvidia graphics card from his unused PC, but I don't know the exact GPU model. He mentioned that it supports DLSS 4, so it might be from a newer generation. Would buying the 7800X3D and motherboard be a good upgrade, assuming the total cost is within my budget? I also have a wired Ethernet connection available.

The value depends heavily on what is included and how much the seller wants. A 7800X3D, 32GB of DDR5, a compatible B650 motherboard, and a reasonably powerful 4000- or 5000-series GPU for €600 would be a very good deal. Before buying, confirm the exact GPU model, CPU and motherboard condition, RAM speed, power-supply wattage, and whether the motherboard has the features you need. The Ethernet cable doesn’t affect whether the upgrade is worthwhile.
First, Nvidia makes graphics cards, not motherboards, so the part you’re describing is probably the GPU. You should identify its exact model before deciding. A 7800X3D is an excellent gaming CPU, but if the graphics card is older or midrange, you may get better results by spending more of the budget on the GPU instead. Also check that the RAM is actually DDR5 and that the power supply and case can support the new parts.

I have the DDR5 memory and the Nvidia GPU, but I don’t know whether it’s from the 3000, 4000, or 5000 series. It’s a large black card with fans and metal cooling parts.
