Is the Core i5-8400T Bottlenecking My RTX 3050?

I'm using a mini PC with a Core i5-8400T and an RTX 3050. In nearly every game, CPU usage reaches 100% while the GPU stays around 40–50%. I've enabled high-performance power settings, and temperatures remain close to 70°C, so thermal throttling doesn't seem to be involved. Is the 8400T, with its lower-power design and 6 cores/6 threads, simply too weak for this GPU in newer games? I'm trying to decide whether upgrading the processor would be worthwhile, especially in a compact mini PC.

The 8400T’s 9 MB of cache isn’t by itself the main issue. Its age, lower clock speeds, 6-thread limit, and the restricted power envelope matter more. A newer CPU and motherboard would be a larger upgrade, but that usually isn’t practical inside a true mini PC, so an 8700T is worth investigating before replacing the entire system.

Upscaling technologies can make the CPU limit more obvious. Lowering the internal resolution reduces the work done by the GPU, but it doesn’t reduce the amount of game simulation the CPU has to handle. If the GPU is only at 40–50%, try increasing resolution or graphics settings; that can improve image quality, but it won’t increase FPS while the processor is the limiting part.

The 8400T is a low-power 6-core/6-thread chip, and newer games can fully load it—especially CPU-heavy titles such as competitive shooters. The CPU being at 100% while the GPU sits below full usage is consistent with a CPU bottleneck. An i7-8700T could be a relatively inexpensive drop-in upgrade because it adds Hyper-Threading and provides 6 cores/12 threads, but compatibility, BIOS support, cooling, and the mini PC’s power limits need to be checked first.

That would be more of a stopgap than a major platform upgrade, but it may help if the system supports the 8700T and it’s available cheaply.

The result depends heavily on the game, resolution, frame rate, and settings. If you’re already above 60 FPS, the CPU limit may be preventing the RTX 3050 from being used fully. If performance is below 60 FPS, however, something else could be contributing. Use an overlay that shows per-core CPU usage, GPU usage, clock speeds, frame time, and power limits to confirm the bottleneck rather than relying only on overall CPU usage.
