I'm planning a 1440p gaming PC using DDR4 memory and an RX 9070. I was considering an Intel Core i5-14400F, but I'm concerned it might hold the graphics card back. Is the 14400F a good match, or would it be worth stepping up to something like the i5-14600K/KF or i7-14700K?

If you have the budget, the 14600K or 14600KF gives you more CPU headroom, while the 14700K is another step up. That mainly matters for very high-refresh esports games or CPU-heavy titles. For typical 1440p gaming, spending the extra money on a faster graphics card or other components may provide a bigger improvement.
The 14400F should be a perfectly reasonable match for an RX 9070 at 1440p. Most games at that resolution will be limited by the GPU rather than the CPU, so you probably won’t notice a major disadvantage. The exact result depends on the game, settings, and frame rate you’re targeting.
There isn’t a single permanent bottleneck percentage. A game can be GPU-limited in one scene and CPU-limited in another, and CPU limits become more noticeable with a much faster graphics card or extremely high frame rates. Since the RX 9070 is not as powerful as a top-end card, the 14400F is unlikely to be a serious limitation in most games.
