I'm choosing a graphics card primarily for gaming and need to stay near my budget. In my market, the prices convert to about $430 for the RX 9060 XT 16GB, $550 for the RTX 5060 Ti 16GB, and $580 for the RX 9070 GRE. The RX 9070 and RTX 5070 cost around $750–780, while the RX 9070 XT is about $800, so spending another $200 or more is not realistic.
I've heard that the RTX 5060 Ti 16GB may be the safer choice because of its VRAM capacity, DLSS, and other Nvidia features. However, the RX 9070 GRE appears to offer considerably better traditional rasterized performance. Is the GRE actually a poor card, or was it mainly hurt by an uncompetitive launch price? For 1080p or 1440p gaming, which option makes the most sense at these prices?

At those prices, the RX 9070 GRE is the better gaming card. Its raster performance is substantially ahead of the RTX 5060 Ti, and $30 more is a reasonable premium for that extra performance. It should be a strong choice for 1440p. Neither card is especially compelling for demanding 4K gaming, though.
The practical ranking at your prices is: RX 9060 XT for lowest cost, RX 9070 GRE for the best performance within your stated budget, and the RX 9070 or RTX 5070 only if you can comfortably spend another $200. I would not stretch beyond your budget just for future-proofing. The GRE is not inferior in a technical sense; it was simply overpriced when it launched.
The RX 9060 XT 16GB is the value option if saving money matters most. It is cheaper, still has enough VRAM for current gaming, and may last reasonably well at 1080p or moderate 1440p settings.
