I'm building a new gaming PC after nearly eight years with my current system. I'll be using an Nvidia GPU and mainly want to play games, stream again, and occasionally do light video editing. I'm choosing between the Ryzen 7 9800X3D at $415 and the Ryzen 9 9950X3D at $570. Gaming performance seems very close, while the 9950X3D offers considerably more cores for productivity and multitasking. Since the $155 difference is affordable, would the 9950X3D provide noticeably better streaming performance or smoother gaming while running OBS, Discord, and other background applications, or would the 9800X3D be sufficient?

The 9950X3D is essentially the gaming-focused X3D chip plus a second eight-core chip with higher clocks. That extra CCD can handle background tasks while the game uses the cached cores, which may help minimum frame rates in some heavily multitasked situations. However, running OBS, Discord, and a browser normally is not enough to create a major difference, especially when using Nvidia’s hardware encoder. It is a worthwhile luxury and a good long-term choice, but not a necessary streaming upgrade.
Both processors are excellent for gaming, so the decision mostly comes down to how much you value extra productivity performance. The 9800X3D is the better value and simpler choice if gaming is the priority. The 9950X3D gives you more headroom for video editing, rendering, heavy multitasking, and future workloads, but you should not expect a dramatic improvement just from having OBS and Discord open. Choose the 9950X3D if you want the extra capacity and do not mind paying for it; otherwise, the 9800X3D is the sensible option.
For a system used primarily for gaming, the 9800X3D is already more than capable. Most games do not benefit much from additional cores, and with an Nvidia GPU handling the stream encoding, OBS usually adds very little CPU load. At 1440p or 4K, the gaming difference between these chips will generally be difficult to notice. The 9950X3D makes more sense if you regularly render, edit large videos, compile software, or run other heavily threaded workloads.

That matches my situation. I mostly game and stream, with only occasional light editing, so I’m leaning toward saving the money unless the extra cores would make a clearly measurable difference.
