I'm building a PC with an RX 5700 XT and a Corsair RM750e power supply, but I don't have any separate GPU power cables. The PSU came with the PCIe cable shown, and I'd like to confirm whether it's the correct and safe cable to use with the graphics card. Also, does the detachable 2-pin section need to be connected, or can it hang loose when the card only requires a 6-pin connector?

Use the PCIe power cables supplied with the Corsair PSU—not cables from another power supply. The cable shown is a standard PCIe GPU power cable and is appropriate for the graphics card, as long as it is genuinely the cable that came with the RM750e.
