I'm planning a gaming PC mainly for competitive shooters such as CS2, Valorant, and Call of Duty, with occasional casual games. The target is a 400Hz monitor, using competitive settings and often 4:3 at 1280×960, so consistent high FPS and strong 1% lows matter more to me than maximum graphics quality.
The planned parts are:

- Motherboard: MSI PRO B650M-A WIFI
- RAM: 32GB (2×16GB) DDR5-6000 CL30
- GPU: Radeon RX 9060 XT 8GB
- Cooler: JIUSHARK JF500 Ruby White ARGB
- Power supply: Antec 750W 80+ Bronze ATX 3.1 / PCIe 5.1
- Case: 1st Player AU8E White with four 120mm ARGB fans
I also plan to experiment with BIOS settings such as PBO, Curve Optimizer, and memory timings. Since my games will usually be CPU-bound at low competitive settings, is this a well-balanced setup for maintaining excellent average FPS and 1% lows? Would you change any component, particularly the motherboard or graphics card?

The main imbalance is the graphics card. It should be fine for 1280×960 low settings in many esports titles, but an 8GB card gives you less headroom for newer games, higher settings, and future monitor upgrades. If the 16GB version is reasonably close in price, it would be the safer long-term choice.
The 9800X3D is a very powerful CPU for this use case, so you could also consider putting some of the saved CPU budget toward a stronger GPU if you play anything more demanding than CS2 or Valorant. For strictly competitive settings, though, the current GPU is not automatically a problem.
A similarly configured system has reportedly reached around 800 FPS average and roughly 340 FPS for 1% lows in a CS2 benchmark, although results depend heavily on the map, game version, BIOS settings, and memory tuning. That suggests your CPU choice is appropriate for a high-refresh competitive setup, but do not treat one benchmark as a guarantee.
The cooler, case airflow, and power supply are worth checking carefully. Make sure the cooler can handle the 9800X3D, the case has a clear front-to-back airflow path, and the Antec unit is a reputable model with suitable protections. Once the hardware is assembled, prioritize low temperatures and consistent frametimes over chasing a small peak-FPS increase.
For the games and resolution you listed, the 9800X3D is more than capable and the B650 motherboard should be perfectly adequate. Moving to an X870 board will not automatically improve gaming performance; the chipset does not make the CPU faster. Only upgrade the board if you specifically need features such as additional connectivity, storage expansion, or stronger VRM and BIOS features.
DDR5-6000 CL30 is a sensible choice. Focus on stability first when tuning PBO, Curve Optimizer, and memory timings, since an unstable overclock can hurt frame-time consistency even if the average FPS looks higher.
Even with high polling rates, the chipset itself is not going to make a meaningful difference here. The CPU still handles that workload, so a more expensive X870 board is not necessary just for competitive gaming.
