I'm considering replacing my Core i5-14600KF, currently paired with DDR4, with a Ryzen 7 9800X3D. I mainly play CPU-heavy strategy and simulation games such as Bannerlord, Total War, and Paradox titles, along with competitive shooters like Rainbow Six Siege and Counter-Strike. I game at 1440p on a 280Hz monitor. I know the 9800X3D can be overkill in many builds, but would these games make the upgrade more worthwhile, or would the performance gain still be too small to justify buying a new motherboard and DDR5 memory?

Paradox games and other simulation titles can benefit noticeably from stronger CPU performance, and the GPU matters much less in those cases. The 9800X3D would be an upgrade, particularly if you’re trying to stay near 280 FPS, but the key question is whether your current frame rates are actually causing a problem. If the 14600KF already feels smooth, the upgrade is hard to justify.
Because you already own the 14600KF, moving to the 9800X3D also means paying for a new AM5 motherboard and a DDR5 kit. DDR5 alone usually won’t transform gaming performance, so this is a full platform upgrade for a relatively modest gain. Keeping your current system and saving for a more substantial upgrade would likely be better value.
The 9800X3D is faster in many CPU-limited strategy and simulation games, especially at high refresh rates, but your 14600KF is already a strong gaming CPU. At 1440p with an RTX 5070, the real-world improvement probably won’t justify replacing the motherboard and memory. You could overclock or tune the 14600KF and keep the money for a future GPU or CPU upgrade.
Before changing the CPU, check whether the RTX 5070 is the part limiting you in the games where you want higher frame rates. If you can move to a faster graphics card for similar money, that may provide a more noticeable improvement in GPU-heavy titles. For your current setup, though, simply keeping the 14600KF is a perfectly reasonable choice.

The 14600KF can also match or beat the 9800X3D in some situations when overclocked, although the Ryzen chip may offer better efficiency and more consistent performance in certain CPU-heavy games.
