I'm considering moving from my i7-12700K platform to a Ryzen 7 9800X3D with an MSI B850 Tomahawk MAX. My current system has 32 GB of RAM and an RTX 4070 SUPER, and I mainly play at 1440p. I'm also interested in recording or streaming gameplay, since doing so currently causes a noticeable performance drop. For cooling, I already own a Noctua NH-D15 chromax.black, but I no longer have the AM5 mounting hardware and would rather not buy another cooler if the existing one can be reused. Over the past six months, I've felt that my gaming performance has declined somewhat, although I may be overthinking it or have a configuration issue. Would the 9800X3D platform provide a meaningful upgrade for gaming or streaming, or would it make more sense to keep my current system and troubleshoot the performance loss first?

A 9800X3D would be a worthwhile upgrade mainly if you’re targeting very high frame rates, playing CPU-heavy games, or dealing with noticeable 1% low and stutter issues. For ordinary 1440p gaming with a 4070 SUPER, the improvement may not justify the cost of a new motherboard and CPU. Streaming alone is not a strong reason to upgrade, since the RTX 4070 SUPER’s hardware encoder should handle it with a much smaller impact than CPU-based encoding.
Before buying anything, compare performance with streaming and recording completely disabled, then monitor CPU usage, GPU usage, temperatures, and frametimes while the problem is happening. Also check whether a recent driver, Windows update, game patch, shader compilation issue, or background program lines up with the decline. If the GPU is maxed out, lower graphics settings won’t make a faster CPU help; if one or more CPU cores are saturated while the GPU is underused, then a CPU upgrade becomes more relevant.
Your current combination of an i7-12700K and RTX 4070 SUPER is already a strong setup for 1440p gaming. If the GPU is regularly at or near 100% usage, upgrading the CPU won’t improve performance much because the graphics card is the limiting component. I’d check GPU and CPU utilization, temperatures, clocks, background applications, game settings, and driver changes before replacing the platform. The 12700K also has plenty of cores and threads for recording or streaming, and using the NVIDIA encoder can reduce the performance hit even further.
