I'm using Windows 11 Home and recently noticed UserOOBEBroker.exe staying in Task Manager's background processes. I understand it's associated with the Windows Out-of-Box Experience and expected setup tasks, but Windows was installed almost a year ago. The process only uses a few megabytes of memory, so I'm mainly wondering whether it's normal for it to remain active or if it indicates a setup problem. My system has a Ryzen 9800X3D, 32GB of DDR5 memory, and an RTX 5080.

It can appear after a major Windows update or another system change when Windows wants you to review setup or privacy options. If you choose “remind me later,” the process may continue running until you finish those prompts. Activating Windows could potentially trigger related setup checks, although it isn’t necessarily a major update by itself.
You can usually stop the recurring Out-of-Box Experience reminders by opening Settings > System > Notifications > Additional settings, then disabling “Suggest ways to get the most out of Windows and finish setting up this device.” Since the process is using only a small amount of memory, it isn’t generally something to worry about.
The only recent change I made was activating Windows, so that may be what triggered the setup reminder.
