About a year ago I built a PC without a dedicated graphics card and used the CPU's integrated graphics. That setup worked well enough for basic tasks and games such as Minecraft. Recently, my boyfriend gave me an old NVIDIA GeForce GTX 1080 that had been sitting unused for more than three years, so I installed it in my system and updated the drivers through NVIDIA's software.
My PC has a Ryzen 7 9800X3D, an ASUS Prime B650M-A WiFi II-CSM DDR5 motherboard, 32 GB of RAM, a 2 TB Lexar NQ790 Gen 4 M.2 SSD, an InWin P85FII 850W Gold power supply, and an MSI MAG Forge 120A Airflow case. The GTX 1080 initially worked normally, and my older Dell monitor displayed an image as expected.
While launching a heavily modded Minecraft world, the monitor suddenly shut off. Normally its power LED is orange when on standby and white when active, but this time the light went out completely and the monitor would not respond to its power button. Unplugging and reconnecting the monitor's power restored it temporarily. The same thing happened later while opening a webpage, and after that the monitor stopped powering on altogether, even after being unplugged and reconnected.
The monitor is roughly five years old and had previously been used in a school graphics-design lab, so it may already have had a long service life. The GTX 1080 also came from a PC that stopped working several years ago, although its previous owners did not believe the graphics card was the cause.
Could a graphics card or an incorrect refresh rate damage a monitor, or is the monitor itself more likely to have failed? What should I test before buying a replacement monitor?

Older Dell monitors can fail in exactly this way, especially after years of use: the power circuitry stops working and the LED goes out completely. Based on the symptoms, the age and history of the monitor are more suspicious than the graphics card. A replacement monitor should not be at risk from an incorrect refresh rate; at worst, it would generally show an unsupported-signal message or a blank image while remaining powered on.
A graphics card normally cannot kill a monitor through the display cable; the cable carries a video signal, not enough power to damage the monitor. Since the monitor’s own power light is completely off, this sounds much more like an internal monitor failure or possibly a bad power cable. Test it with another compatible power cable and a different wall outlet, and see whether it powers on with no video cable connected.
Start by troubleshooting the monitor independently of the PC. Disconnect the DisplayPort or HDMI cable completely, try another power cable and outlet, and check whether the monitor’s built-in menu appears. If there is still no LED or response, the monitor has probably failed and replacing it is the logical next step. If the new monitor also loses signal or shuts down, then investigate the GTX 1080, its power connectors, drivers, and system stability.

An unsupported refresh rate would usually cause a blank or invalid-signal display, but the monitor’s standby light should still be on. It would not normally make the monitor lose all power or prevent its power button from responding.
