I deleted what seemed like unnecessary files from my computer, and afterward some files started showing error icons, missing thumbnails, or taking a very long time to open. My computer has plenty of local storage, but OneDrive says it is full, so I suspect syncing is causing the problem. I'm confused because OneDrive shows files I thought I had already deleted, and deleting items from OneDrive appears like it could also remove them from my computer. I don't want to lose important documents, photos, or program files. How can I safely figure out what is stored locally, what is only in the cloud, and what I can delete or stop syncing?

You can pause syncing while you investigate. Look at the backup settings for Desktop, Documents, and Pictures, since those are commonly redirected into OneDrive without people realizing it. Once you know which folders are involved, move or copy important files to a separate local folder or external backup, then change the backup settings instead of blindly deleting files.
Don’t delete everything yet. Pause OneDrive syncing and review its settings to see which folders are being backed up. OneDrive can show cloud-only placeholders on your computer, so seeing a file in File Explorer doesn’t always mean a full local copy exists. Make sure important files are downloaded and backed up somewhere else before changing or deleting anything.
Check OneDrive through its website as well as the local folder. Compare the files there with the folders on your hard drive, and look for files marked as available offline versus cloud-only. If you decide to stop using OneDrive, first confirm that the files you want are stored locally, then unlink or uninstall it. Deleting cloud files while syncing is active can remove the local copies too.
