I had to sell my previous 9800X3D and RTX 5080 system, but I still have a 1440p 360Hz OLED monitor. I want to build a new gaming PC for around €1,450–€1,500 and play a mix of competitive games such as CS2 and Valorant along with demanding AAA titles. My current idea is to use a tray or imported Ryzen 5 5500X3D with an RX 9070 XT, then replace the CPU, motherboard, and memory with an AM5 setup later when my budget improves. The planned parts are a Ryzen 5 5500X3D, RX 9070 XT, B550 motherboard, 16GB or preferably 32GB of DDR4, a 1TB NVMe SSD, an 850W Gold power supply, an O11 Mini case, and possibly a 360mm AIO that could be reused in a future build. Would the 5500X3D significantly limit the 9070 XT at 1440p, particularly when trying to reach around 240 FPS in CS2 and Valorant? Is the extra 3D V-Cache enough to offset the older AM4 platform, or would it make more financial sense to choose a Ryzen 5 7500F or 7600 with AM5 now, even if that means using a weaker graphics card?

A 7500F or 7600 paired with a more modest GPU may actually be the better long-term foundation. The entry-level AM5 processor can outperform the 5500X3D in games such as CS2 and Valorant, and future upgrades would only require replacing the CPU instead of the motherboard and RAM as well. You may lose some GPU performance in demanding AAA games today, but the platform will be much easier to improve later. I would also skip the 360mm liquid cooler and put that money toward AM5, since a good air cooler is enough for these processors.
The 5500X3D will bottleneck the graphics card in some situations, but that does not mean the system will perform poorly. For AAA games at 1440p, the GPU will often remain the limiting component and the frame rates should still be strong. In competitive games, however, do not expect the 9070 XT to consistently drive the monitor at 360Hz; around 240 FPS may be realistic depending on settings and the specific game.
I am not expecting 360 FPS in every game. If I can get a stable 240 FPS or something close to it in CS2 and Valorant, that would already be enough for me.
The 5500X3D should still deliver good gaming performance, and its extra cache will help, but it will limit the 9070 XT more often than a modern AM5 chip. That matters most in CPU-heavy esports games, where reaching high and consistent frame rates is more important than in typical AAA titles. If AM5 only adds a reasonable amount to the budget, I would choose a 7500F or 7600 and keep the upgrade path. If the price difference is too large, the AM4 plan is still workable—just buy 32GB of memory rather than 16GB.
Before buying new parts, it may be worth checking the used market for a complete AM5 system or a solid base that can be upgraded. A new €1,500 build using AM4 feels unusual when the graphics card is powerful enough to justify a newer platform. Whichever route you take, prioritize 32GB of RAM, avoid spending €80 on an unnecessary AIO, and make sure the case, cooler, and motherboard choices leave room for the future upgrade.

That is the difficult trade-off. My main goal is to keep the 9070 XT and replace the rest of the system later, so I may try to make a 7500F build work even if the memory and motherboard push the budget up slightly.
