My BIOS seems to show two different Precision Boost Overdrive (PBO) options, and I'm not sure how they're supposed to work together. Should I enable both, leave one on Auto, or only turn PBO on through AMD's software and ignore the BIOS setting?

Use the PBO settings in the BIOS rather than enabling it through separate software. Pick one method and avoid turning both on, since that can create conflicting settings.
Leaving PBO on Auto is usually fine. The processor can boost automatically when it has enough temperature and power headroom, so you may not need to force it on manually.

That makes sense—I didn’t realize Auto could manage the boost automatically.
