I bought a Corsair Dominator Platinum 2x16GB kit intending to get DDR5-6000 CL30, but I accidentally purchased a DDR5-6400 CL32 kit instead. It costs the same, and I'm pairing it with a Ryzen 7 9800X3D, an MSI MPG X870E motherboard, and a Radeon RX 9070 XT. Since DDR5-6000 CL30 is often recommended for this processor, should I return the kit and buy that instead? Can the 6400 CL32 kit simply be configured to run at 6000 CL30 through EXPO or the BIOS, or would that require manual memory overclocking? Is running it at 6400 likely to hurt performance because it may not use the ideal memory-controller ratio?

I’d try the 6400 EXPO profile first. The 9800X3D has a capable memory controller, and there’s a decent chance it will run at that speed without trouble. DDR5-6000 is recommended mainly because it’s a reliable, easy-to-run setting—not because 6400 is automatically bad.
If 6400 runs with the memory controller and fabric in a suitable 1:1 configuration, it may be slightly faster. If it forces a less favorable ratio, 6000 can have lower latency. With an X3D processor, though, the real-world difference between 6000 CL30 and 6400 CL32 is usually very small, so there’s little reason to return the kit unless you want the simplest guaranteed setup.
Check the available EXPO or XMP profiles in the BIOS. Some 6400 kits include a secondary 6000 profile, and even without one, many kits can run around 6000 with tighter timings. Whether 6400 can also run in the ideal 1:1 mode depends on the motherboard, memory kit, and processor’s memory controller.
You can also manually set the kit to 6000 MT/s and try CL30, but stability depends on the actual memory chips and the rest of the system. Start with the rated EXPO settings, then test any manual changes rather than assuming they’ll work automatically.
