I'm rebuilding my roughly two-year-old PC and recently bought an ASUS TUF B850M-Plus WiFi 7 motherboard. I can find the Ryzen 9 9800X3D for about 530 SGD, while the Ryzen 7 7800X3D costs around 350–430 SGD. The cheaper 7800X3D listings are either slightly used or tray processors with only one year of warranty. I mainly want better gaming performance and smoother frame rates for programming and competitive games. My Radeon RX 7800 XT Gaming OC has been paired with my Ryzen 7 7700, but I've recently noticed frame drops in Valorant and can't consistently maintain 360 FPS. I'm considering giving my current CPU and older AM5 motherboard to my brother, whose PC still uses a Ryzen 5 3600. Which upgrade makes the most sense?

You may not need to upgrade at all. The Ryzen 7 7700 is still a capable processor, so it would be worth checking what is causing the Valorant frame drops first—temperatures, memory settings, background processes, and GPU or game settings can all matter. An upgrade makes more sense if you have confirmed the 7700 is the actual bottleneck.
If you can wait, holding onto the 7700 may be the better value. Future-generation X3D processors are expected to arrive eventually, and the current rumors suggest they could be a significant improvement. Pricing and performance are still uncertain, though, so I wouldn’t make a purchase based solely on unconfirmed leaks. Between the two CPUs available now, the 7800X3D is the more sensible choice if the lower-priced unit has trustworthy condition and warranty coverage; the 9800X3D is mainly worth the extra money if you specifically want the strongest gaming performance and plan to keep it for several years.
I didn’t realize the next generation might be coming relatively soon. I’m wondering whether the future X3D models are expected to be reasonably priced, but I know the current information is still speculative.

My main goals are higher FPS in games and better performance for programming. I’m also rebuilding the whole system and planned to give my current 7700 and older AM5 board to my brother, so upgrading the CPU seemed convenient.
