I'm currently using an RTX 2070 with a Ryzen 9 processor and 32GB of RAM, so the graphics card is clearly the main bottleneck. I mostly play Apex Legends, Diablo IV, and Forza Horizon 6 at 1440p, but I'm also interested in getting into more demanding games like Cyberpunk 2077. Would an RX 7700 XT be a worthwhile upgrade, or would it make more sense to spend extra on an RX 9070 or RX 9070 XT? I also live near a Micro Center, so I may be able to take advantage of a local deal.

What Ryzen 9 model are you using, and what resolution do you play at? Those details matter when deciding whether the higher-end card would be worthwhile.
If the budget allows, I’d go straight for the RX 9070 XT. It should provide a much bigger improvement at 1440p and give you more room for demanding games in the future.
That’s pretty much what I expected to hear. I’m just trying to decide whether the extra cost is worth it over the 7700 XT.
The RX 7700 XT would still be a substantial jump from an RTX 2070—roughly around 50% faster in many situations—but you might regret not spending more for the RX 9070 or RX 9070 XT. The 9070 series is a much stronger long-term choice for 1440p, especially in games like Cyberpunk 2077.

I’m using a Ryzen 9 9950X and playing at 1440p, so the CPU should be more than capable for either graphics card.
