I'm currently using an i5-12400F, an RTX 4060, and 32GB of DDR4 memory. I'm considering upgrading to either an RX 9060 XT 16GB or an RX 9070 XT because I've heard graphics card prices may increase soon. I play at 1080p now but would like to move to 1440p if I upgrade. Is it smarter to buy soon, or should I wait? Which card offers the better price-to-performance value?

If you can comfortably afford it and you’re planning to move to 1440p, the RX 9070 XT is the much bigger upgrade from an RTX 4060. It should provide a substantial jump in rasterized performance and its 16GB of VRAM is better suited to higher-resolution gaming. I wouldn’t buy solely because of vague price-increase rumors, though—compare current prices and only buy if the deal is reasonable.
For pure FPS per dollar, the RX 9060 XT 16GB may be the better choice if it’s priced substantially lower. It should handle 1440p reasonably well with sensible settings, while the 9070 XT is aimed more at high-refresh 1440p and gives you much more performance headroom. Check benchmarks for the games you actually play rather than choosing based only on the model number.
The 9070 XT is worth considering if you want to keep the card for several years, but the 9060 XT makes more sense when the budget is tight.
The RX 9070 XT is the safer long-term option if you can afford it without stretching your budget. The 16GB of VRAM and extra performance should make it more comfortable at 1440p, but make sure your power supply and case airflow are adequate. If the price difference is large, keep the 4060 for now and wait rather than paying an inflated price for either card.
At 1080p, your RTX 4060 is still usable, so there’s no urgent need to upgrade unless you’re unhappy with your frame rates or want to move to 1440p now. Your i5-12400F should be fine for a 1440p upgrade in most games, since the GPU will usually be the limiting component. I’d set a target price, monitor several retailers, and buy when one of the cards reaches that price instead of panic-buying.
