My current PC has a Ryzen 5 3600, GTX 1660 Ti, 16GB of DDR4 memory, a 1TB SSD, and an MSI MAG A550BN 550W power supply. I have a maximum budget of about $394 (7 million IDR).
I found a brand-new Gigabyte RX 7600 8GB with three fans for $337. There is also a brand-new OCPC Gaming RTX 3070 8GB for around $340, but I would probably need to replace my power supply. I am also unsure about OCPC because it is not a common brand where I live. I would rather avoid used RTX 3060 or 3070 cards because many of them were previously used for mining locally.
A brand-new RTX 3060 12GB costs about $450 here, which is outside my budget. The PC is mainly for 1080p gaming, occasional streaming, and video editing in Premiere Pro. I am not especially concerned about having only 8GB of VRAM at 1080p. Which option makes the most sense?

It may also be worth checking the price of an RTX 5050. Nvidia could be a better fit for streaming and Premiere, but at the $376 price you found, it is only worth choosing if those features matter more to you than the RX 7600's value. For gaming alone at 1080p, the 7600 looks like the more sensible deal.
The RX 7600 is the safer upgrade for your current build. It should work with your existing 550W supply, and it is a straightforward improvement over the 1660 Ti for 1080p gaming. Just keep in mind that Nvidia cards generally have better support in production software and can be more convenient for streaming, so the choice depends on how important Premiere and streaming are to you.
The RTX 3070 would likely be faster than the RX 7600, but I would be cautious about buying an unfamiliar brand and budgeting for a new power supply. A supposedly brand-new 3070 from a rarely sold manufacturer also deserves careful warranty and authenticity checks. Unless you can verify the card and PSU situation, the RX 7600 is the lower-risk purchase.
The cheapest RTX 5050 I found is a brand-new Zotac 8GB model for about $376 without a discount, so I am not sure the extra cost is justified.
