I'm considering upgrading my monitor. Currently, I have a 4060 Ti and I mainly play cinematic games, but I sometimes dive into competitive ones too. My current monitor supports up to 164.87 Hz at a 1920 x 1080 resolution, but it drops to 60 Hz at 3840 x 2160. I'm looking for advice on whether an upgrade is necessary and what monitors would be best suited for my setup.

Are you sure you're using a good DisplayPort cable? Sometimes, HDMI standards can limit performance. It could be worth checking your cable quality.

I have a "Vinosini" HDMI cable, but I couldn't find info on it, so I'm not sure about its quality.
