I recently bought a gaming PC with an RTX 5070 Ti, but I was on a tight budget and settled for 16GB of DDR5 memory. I now want more RAM for game development and running a small AI model for my thesis. Adding another 16GB DDR5 module would cost about $250, so I'm considering selling my current memory and moving to 64GB of DDR4 instead. Would switching to DDR4 require replacing my motherboard and possibly my CPU, and is that practical compared with simply upgrading my existing DDR5 setup?

You should stick with DDR5 and add memory if your system supports it. A platform change for DDR4 doesn’t make sense here, especially with a 5070 Ti. Before buying, check your motherboard’s memory slots and compatibility list; a matched 2×16GB kit may be preferable to mixing a new stick with your existing one.
DDR4 and DDR5 aren’t interchangeable. Your current motherboard and CPU platform likely support DDR5 only, so moving to 64GB of DDR4 would mean replacing the motherboard and probably the processor too. That would cost far more and isn’t worthwhile just to get extra RAM. Keep the DDR5 platform and upgrade it instead.
