I have about $800 before tax to spend on my 1440p gaming PC. I originally planned to move to AM5 with a Ryzen 7 7700X3D, a Gigabyte Aorus Elite WiFi motherboard, and 16–32GB of memory, but I'm wondering whether upgrading the graphics card would make a bigger difference. I'm on Linux, so I'm less concerned about choosing between 16GB and 32GB of RAM. The linked parts list shows my current setup. If you were in my position, would you upgrade the CPU, motherboard, and RAM, or put most of the budget toward the GPU? My existing GPU will be reused in an HTPC rather than sold. Also, the 18TB enterprise hard drive is simply a media-storage drive that I bought when it was much cheaper.

I’d avoid spending the whole budget on a new CPU, motherboard, and memory right now unless your current processor is clearly limiting performance. For 1440p, the GPU usually has the biggest effect, and a platform upgrade can wait until you have enough budget to make it worthwhile. The 5500X3D was also suggested as a better-value CPU option than jumping straight to a new AM5 setup.
Just to clarify, the parts list is your current PC rather than a proposed build, right? If so, base the decision on how your games perform now: if the GPU is already near full utilization at 1440p, upgrade it first. If you’re seeing CPU-limited frame rates or poor minimums, then a CPU upgrade may help, but an AM5 move is probably harder to justify within this budget. The 18TB drive doesn’t need changing—it’s simply a large media-storage drive you bought at a better price.
If the parts list represents your current system, I’d prioritize the GPU for 1440p gaming. A lower-cost X3D upgrade such as the 5500X3D could be worth considering if it fits your existing platform, but moving to AM5 would consume a large part of the budget without improving graphics performance as much. Put the remaining money toward the strongest GPU you can afford, such as a Radeon 9060 XT, 9070, or 9070 XT depending on pricing. You can always carry that GPU into a future AM5 build.
That’s worth considering, although my current GPU is being moved into an HTPC when I replace it, so I won’t be selling it to help fund the upgrade.
