A strong option near your budget would be a Ryzen 5 7600X3D, 32GB of DDR5-6000 CL30 memory, a B650 motherboard, and an RX 9070 XT. Pair it with an 850W Gold-rated power supply, a 1TB NVMe SSD, and a case with good airflow. That combination should be excellent for Rocket League and high-quality streaming, while the X3D processor gives you plenty of gaming performance.
There are Canadian bundle deals that combine the 7600X3D, motherboard, and memory, which can save quite a bit. The 7600X3D bundle may be an in-store-only deal, so availability could be limited. A standard Thermalright Peerless Assassin cooler is enough; the version with a display and RGB is mostly a cosmetic upgrade. Case choice is flexible, but look for airflow and wait for a sale if possible.
