The PS5 version of Minecraft has trouble maintaining 60 FPS with fancy graphics, and I'm getting annoying stutters. I'd prefer Java Edition, since Bedrock has been giving me problems, but I don't need an extremely high render distance—around 60 FPS would be fine, with 120 FPS as a bonus. My budget is ideally under $600 CAD. I already have a monitor and don't need to budget for extra accessories or calibration equipment. Would I be better off building a PC or looking for a used system, and what CPU, GPU, and RAM should I target?

At $600 CAD, building a brand-new PC will be difficult. Your best option is probably the local used market, where you may be able to find a system with a decent dedicated GPU. Compare the graphics cards first, then check that the CPU and RAM are suitable for Minecraft.
Look for something with at least a GTX 1060 or, preferably, a GTX 1660 Super paired with a reasonably modern four- or six-core CPU. A system using an i3-10100 or similar, 16 GB of RAM, and a 1660 Super should handle Minecraft smoothly at sensible settings and can sometimes be found for under $600 CAD.
Used is realistically the way to go at this budget. Before buying, get the exact CPU, GPU, and RAM specifications and check them against the performance you want. Be careful with used listings because they may not include refunds or a warranty.

Don’t treat Windows 11 as a requirement. A Windows 10 computer can usually be upgraded or have the operating system replaced, so the hardware matters much more than which Windows version is installed.
