I'm currently using a Ryzen 5 5600 with an RX 9060 XT, and performance has felt rough at 1080p in heavier games, especially with ray tracing enabled. For example, Forza Motorsport becomes very choppy in the city with Ultra RT settings, and other games also feel sluggish in crowded areas with lots of NPCs. What's the most affordable CPU upgrade that would noticeably improve the situation?

Enable PBO on the Ryzen 5 5600 and tune the game settings before spending money. A 5600 is still a capable gaming CPU, and even faster processors will not make Ultra ray tracing run smoothly if the RX 9060 XT is already fully loaded. Check the actual bottleneck first, then consider an X3D upgrade only if your CPU is consistently limiting your desired frame rate.
